Why can't Americans have a national referendum on hot topics

Why can't Americans have a national referendum on hot topics
Such as:

Gay Marriage?
Single Payer Health Care?
Gun control?
Wall street bailout?
I mean, these things are hot-button issues, and we just can't have fucking Congress decide (for themselves) - they must follow the referendum and make it a mandate.

I'll review it, and then submit a new proposal to my congresswoman and my two Dem U.S. Senators and ask them to put it up for consideration.

Voters shouldn't have the power to single handedly amend the constitution, too many horrible things, like discrimination, can get written into the constitution that way.
