Do you work for a state/county/city government, and don't have benefits?

I do. I work for a state agency, part-time, no benefits. Someone in HR told me that 50% of the employees at my agency are part-time.

Many people are still under the delusion that state jobs have good benefits. Sure, if you're lucky enough to have a full-time state jobs.

Please chime in with your experience.

state and government jobs do have great benefits they just don't want others to have them and are the most vocal against health care reform - there are a ton of adjuncts and substitute teachers who are part time and no benefits. Most colleges have over 50% adjuncts. This is what corporations do also and have laid off lots of workers to make them temporary.

3. Much of home health workers are state/local employees

with zero benefits.

Many miscellaneous local employees are part time with zero benefits. 50% seems like too large of a figure. I would estimate that it's more in the 25-30% range on average, and this is based on insider numbers that most people don't have access to.

If you are a full time state or local employee, yes you will have decent benefits, especially retirement benefits, and especially if you are safety personnel. But your base salaray is less than in counterpart private sector jobs and you tend to get furloughed for large chunks of time during economic downturns. So it's a mixed bag.
