81-Year-Old Man Tased 3 Times During Arrest

STOCKTON (CBS13) ― An 81-year-old man tased during his arrest by a Stockton CHP officer says he may take legal action.

Victor Schiaffini says he is considering filing an excessive use of force complaint.

Schiaffini walks with a cane, has no use of his left arm after suffering six strokes, and takes several prescription medications daily.

The CHP says he attacked an officer with a deadly weapon, his cane.

Schiaffini was pushed to the ground and tased during his arrest.

"That was the worst whoopin' I've ever taken in my life," Schiafiini told CBS13.

(09-22) 10:38 PDT Cheyenne, Wyo. (AP) --

Two police officers who chased and Tasered a 76-year-old man driving a tractor in a Wyoming town parade have been fired.

Bud Grose, who was shocked five times by Officer Michael Kavenius, welcomed the decision announced Tuesday by the Glenrock Police Department.

"Hopefully this will kind of help bring the community together and be an answer to a lot of questions and problems," he said.

Kavenius shot Grose with a Taser on Aug. 1 near the end of Glenrock's annual Deer Creek Days parade. Sgt. Paul Brown was also relieved of duty.

Police say Grose, who was driving an antique tractor in the parade, disobeyed Kavenius' traffic command. That led to a short pursuit and the Taser use, which outraged some in the town of 2,400.

The Merced Police Department's Internal Affairs Division is investigating a complaint alleging that an officer twice used a Taser against an unarmed, wheelchair-bound man with no legs.

The incident occurred Sept. 11.

The man who was Tasered, 40-year-old Gregory Williams, a double-leg amputee, spent six days in jail on suspicion of domestic violence and resisting arrest, although the Merced County District Attorney's Office hasn't filed charges in the case.

Williams, who was released from jail Friday, said he was violently manhandled and Tasered by police, even though he claims he was never physically aggressive toward the officers or resisted arrest.

Even worse for him, Williams says he was publicly humiliated after his pants fell down during the incident. The officers allegedly left him outdoors in broad daylight, handcuffed on the pavement, nude below the waist. Williams said the arrest also left him with an injured shoulder, limiting his mobility in his wheelchair.

And although the two lead arresting officers are white, and Williams is black, it remains unknown whether race was a factor in the incident. Those two officers remain on duty.

But you don't understand, the cops rightly feared for their life, what with deadly weapons (a cane) and potentially lethal vehicles (an antique tractor and a wheelchair) involved!

Cops are using these damned things like they're tranquilizers and to avoid the heavy lifting that's part of their job.

I've been threatened by little old men swinging canes. I just took a step back and then took the canes away until they calmed down.

The discharge of a taser should be treated exactly like the discharge of any other weapon, with an automatic IA investigation to make sure it was warranted.

If not, those cops need to be off duty until they complete a course in how to manage an arrest without risking lives any more than is necessary.

11. I do defend most cops. You bet. I don't defend the bad ones.
Not all cops are bad. In fact, most aren't. I think it is disgusting anytime someone brushes all people with the same broad brush.

MANATEE COUNTY - A Bradenton man found sleeping in another persons motor home early Thursday told challenged deputies to a fight when he was asked to leave and told them his hands are registered deadly weapons.

Two deputies ordered Kirby Barrack, 32, to leave a trailer in the 5700 block of Eighth Street Court East around 12:25 a.m. Thursday, the Manatee Sheriffs Office said.

A report states an intoxicated, belligerent Barrack began to leave but then threatened to fight the deputies, claiming he is a third-degree black belt and that his hands are registered deadly weapons.

Barrack charged one deputy and then resisted being handcuffed and was tasered, the report said.

10. I grew up in this Stockton.
The piece of shit town that it is. Noting the cops do here surprises me. I would love some more detail in the first story, but still, can't imagine a reason to tase someone old and sick.

Unless it's for fun, most the time cops tase it's for sport or because they have no guts. All the training cops go through now is about how to keep the officer safe.
