At the apartment complex on the 2300 block of K Street in Merced, neighbors are still reeling from what happened there the afternoon of September 11th.

"I heard screaming, kicking, yelling," Jason Navarro said.

Navarro lives next door to 40-year-old Greg Williams.

About a dozen neighbors gathered as police and Child Protective Services responded to a domestic disturbance between Williams and his wife.

Police reported that Williams, who had both of his legs amputated six years ago, was resisting.

So they tased him.

"You can't say anything to explain that. It's just hard. How can you tase somebody in a wheelchair with no legs? What's he gonna do to you?" Manual Martinez said.
