He is failing the people who he represents.

It is really rather cowardly, as well. He can be out there raising money and his .gov site isn't up and running?

4. Not down

As you explained, the site is online but is showing only his bio. My guess is he's retooling it - perhaps buttressing up details on votes he's made and committees he is a member of. If his actual site were "down" then all the congressional sites would be down.

Remember, this is not his campaign site. As a member of congress, he is forbidden to use his dot gov hosting account to ask for donations.

His actual campaign site is up after having been "down" due to (according to the company managing it) a supposed distributed denial of service attack.
