In a letter to Ms. McCaughey Ross, Mr. Pataki said he could no longer work with a Lieutenant Governor who did not share his philosophy, and he made it clear that he considered her a disruptive force in his administration.

''Unfortunately, you have demonstrated through your decisions that you do not share my vision for the state,'' he wrote. Recounting his record on taxes, government spending and crime, he added, ''Your unwillingness and, in fact, outright refusal to work as part of our united team to build on these historic achievements has been disappointing.''
