Apparently the new guy is the first competent one he's had and has persuaded him to shut the fuck up before he talks himself right into Leavenworth.

I think it's probably too late. Cheney has already exposed himself as one of the world's monsters, violating everything this country has ever stood for in the names of security and patriotism. All the world's monsters have had that in common and most have been brought to justice eventually.

No matter how silent he remains, he's never going to have a day's rest for the rest of his life. He will always be waiting for the knock on the door.
