Suspected Freeman Arrested With Bomb Fuse

TOPEKA, Kan. - A man identified by the FBI as a member of the anti-government Freemen group was arrested yesterday after deputies found what they called a bomb-triggering device in his car.

Scott Roeder, 38, of Silver Lake, Kan., was arrested in Topeka and held on charges of criminal use of explosives, driving with a suspended license and failure to carry registration and insurance.

Roeder was stopped because his car didn't have a legitimate license plate. Instead, it had a tag indicating the driver was a "sovereign" citizen and immune from Kansas law.

A candlelight vigil has been scheduled for 8 p.m. today at Old Town Square to show support for George Tiller's family and to oppose violence.

Dustin Deckard, 20, organized the vigil and is hoping it will be "a quiet show of support for Dr. Tiller and a moment to remember his medical and political triumphs."

Deckard, who supports abortion rights, called today's shooting of Tiller "akin to the murder of Harvey Milk," an openly gay California politician who was shot to death in 1978.

"With the situation today, I think that what side people are on is the last thing we should be arguing about," Deckard said. "The death of people's loved one is more important today than any political alignment."

Deckard is spreading word of tonight's vigil through Twitter, a microblog service, and other social networking tools. Questions about the vigil should be directed to [email protected].

Suspected Freeman Arrested With Bomb Fuse

TOPEKA, Kan. - A man identified by the FBI as a member of the anti-government Freemen group was arrested yesterday after deputies found what they called a bomb-triggering device in his car.

Scott Roeder, 38, of Silver Lake, Kan., was arrested in Topeka and held on charges of criminal use of explosives, driving with a suspended license and failure to carry registration and insurance.

Roeder was stopped because his car didn't have a legitimate license plate. Instead, it had a tag indicating the driver was a "sovereign" citizen and immune from Kansas law.

The same type of tag is sometimes used by Freemen, whose members in Montana are in the fourth week of a standoff with federal agents.

Five Montana Freemen were found guilty today on criminal charges in the first trial resulting from an 81-day standoff in 1996 between the anti-Government militants and the F.B.I.

The jury acquitted Edwin F. Clark, 47, former owner of the foreclosed farm that made up most of the Freemen stronghold. Mr. Clark's lawyer had argued he had been desperate to save the farm and swept up in events.

Four of the Freemen were convicted of being accessories in the armed holdup of an ABC television news crew attempting to film a story on the Freemen. They were Steven C. Hance, 48, and his sons, James E. Hance, 25, and John R. Hance, 21, all of Charlotte, N.C., and Jon Barry Nelson, 42, of Marion, Kan. The Hances were also convicted of being fugitives in possession of firearms.

Elwin Ward, 57, of Salt Lake City, was found innocent of being an accessory to any crimes committed by other Freemen, but was convicted of submitting a false claim to the Internal Revenue Service.

The six were secondary figures in the standoff. The trial of the Freemen leaders is to begin on May 26.

BILLINGS, Montana (CNN) -- Negotiations between the FBI and 10 anti-government militants dragged through a third day Wednesday with no sign of a breakthrough. The fugitives, members of the "freemen" group, are armed and are holding federal authorities at bay outside a remote farm house in Montana.

The group refuses to pay taxes or be evicted from the property, which was foreclosed upon 18 months ago. They have even posted bounties for the capture of police and judges, and threatened to shoot their neighbors' sheep and cattle.

Two members of the group were arrested Wednesday without incident, even though both were carrying loaded guns. Both were indicted a year ago on federal charges for writing bad checks and threatening a judge's life.

According to court papers filed Wednesday, an FBI sting operation led to the arrests of the two, freemen leader LeRoy Schweitzer and member Daniel Petersen. Schweitzer allegedly gave FBI agent Timothy Healy a bogus "comptroller's warrant" for $3 million, in return for the profits from selling imports bought with the $3 million. He stood to gain $1 million in cash from the operation, the FBI said.

Lavon T. Hanson was also arrested in connection with the FBI sting. He allegedly agreed to transport illegally-earned funds from Los Angeles to Montana in a conversation between Schweitzer, Healy, and Hanson on March 25. Based on that conversation, the complaint said, the FBI believed that "Hanson understood the entire scheme, including his role as pilot transporting funds."

Robert A. Riccomini, a 14-year employee of the Kansas Department of Corrections was arrested in connection with bogus checks that began circulating throughout Kansas in 1995. Riccomini, 45, of Emmett was charged in Shawnee County District Court with attempted theft for writing a phony check in 1995 for more than $20,000 to the Capitol City State Bank in Topeka. He was released on $2,500 bond. A preliminary hearing is scheduled for Nov. 3.

Riccomini was part of a group of "freemen" in the St. Marys area, along with Ronald Griesacker, Rockie Broaddus and Ernest Cartmill. In an article for the Americans Bulletin, Griesacker wrote that the group was trained by the Montana Freemen. Training included "biblical concepts that intermingled with our government" and, apparently, Schweitzer's check writing scheme. The group reportedly disbanded in the Spring of 1996 after federal agents arrested LeRoy Schweitzer in Montana (Americans Bulletin, Dec. 1995, Kansas City Star, Sept. 18).

A resident of St. Marys, Kansas until March 1996, Griesacker was a fugitive wanted in Wichita on federal bank and mail fraud charges for allegedly trying to pass off more than $500,000 of worthless "freeman" checks. In addition to leading common law court activity throughout the Midwest, Griesacker, a former Kansas Penitentiary worker, was associated with a number of Christian Patriot groups, including the Republic of Texas and the Washitaw Nation.
