7. Few problems..

assuming this all happened as described by the posts, until evidence is made available there can be no prosecution of anyone. Period.
If evidence shows illegal actions (rape) by enlisted personnel there would have to be proof of a conspiracy to charge anyone other than those in pictures.
So the actual probability of charges being made outside a command in some NG unit that ran this mess are very low.

Probability of charging anyone on civilian command structure over the military is nil. Unless written orders, like gitmo papers exist and are released.

That's my take on it. Sucks, but it is what it is.
