From a post of his copied on your link: "I was one of the CIA Officers that worked on the mining of the harbors in Nicaragua program. You'll see at The Consortium that the idea of the mining venture didn't come about until January 1984. And it was in 1984, according to other sources, that Congress became up in arms about their being left out of the picture.

It seems odd to me that someone with so much animosity toward the CIA and a former administration would be so specific about a date ("January of 1982") yet get it so wrong.

It was only one project of many. I had transferred back to DC but was recalled back to reactivate the project when Operations decided to go ahead and deploy the mines. Operations knew of my objections to the project but I was the only one who knew the internal workings to complete the wiring assemblies and arm the mines. They could have briefed someone else but that would have taken too long.
I went to my Division chief at the time and expressed my concerns over what they were about to do. He suggested that I speak to the Inspector General and made arrangements for me to do so.

I worked for General Dynamics in SoCal about the same time, and let's just say I have an idea of some companion activities that took place around the globe.

It breaks my heard that I pay for these things as a taxpayer.
