Stay Home For Flu Shutdown, Mexico President Urges (May 1-5)
MEXICO CITY, April 29 (Reuters) - Mexican President Felipe Calderon urged Mexicans on Wednesday to stay at home with their families during a partial shutdown of the economy from May 1-5 aimed at slowing the spread of a deadly swine flu.

Calderon was making his first television address to the Mexican people since the flu crisis broke last week. Mexico will suspend non-essential work and services, including some government ministries and private businesses, for five days starting on Friday, May 1. I'm not a conspiracy theorist, I dont' think the flu is a plot, but in a time when many large employers in the US are trying to get workers to take unpaid days off, it's not hard to imagine that in Mexico a system wide shutdown (except perhaps in Tourism) would be beneficial in an economy where more of the earned dollar goes to essentials which will be purchased anyway.

what he is doing is actually a late stage in the plan to try to stop this

Yes, there is a plan, and the tourism industry is already on shut down mode

Restaurants are closed, for example
