How the hell did someone this dumb ever get to be a general? Congress can condition the expenditure of federal funds any damned way it wants to no matter what the frigging waterhead says.

4. I think the sad part of any failed bureacracy is you get a fair number of Yes Men at the top
who have no depth, but a polished line of bullshit and an ability to stick to the company line. McCaffrey is in that category I think.
