What makes those who use this scenario believe that they would get the truth from someone committed to nuking a city from a planted weapon?
After all, the clock is ticking, right? All the "terrorist" has to do is send them on a wild goose chase and voila, the bomb goes off and the torture didn't work....

and that his torture won't last any longer than that.
That's what people who have been tortured say about it, that the worst part is never knowing how long it will go on.
In any case, the best they could expect is a wild goose chase.
