Venezuela tolerates FARC rebels in border region, residents say

Reporting from Tocuco, Venezuela -- Members of Colombia's largest rebel group live openly on or near several Indian reservations in western Venezuela with at least the tacit approval of President Hugo Chavez, indigenous leaders here charge.

Although the border area has long absorbed Colombian refugees fleeing decades of war, members of the leftist Revolutionary Armed Forces of Colombia have become visible as never before in the last two or three years, buying supplies, looking for medical assistance and forging relationships with indigenous women, said Venezuelan Congressman Arcadio Montiel, a Wayuu Indian.

Leaders of several Indian communities clustered around this town in a wild rain forest area that forms the border with Colombia told The Times over the weekend that the FARC's presence is harming their culture and youth.

"They have replaced the caciques, or chiefs, as authority figures and so who do the youths now want to emulate? The rebels," said Javier Armato, a Yupa Indian who is a former Zulia state deputy and onetime Chavez supporter.

1. Armato made the same claims last year and "indigenous leaders"
rejected them.

Asamblea general con todos los Caciques del sector Tukuko y sus habitantes. En la cual rechazamos rotundamente las denuncias del diputado indgena: Javier Armato.

Los Caciques, maestros, representantes de los concejos comunales, asistentes del Viceministerio indgena Yukpa.

Rechazamos las acusaciones infundadas contra nuestro pueblo emitidas por el diputado al concejo legislativo del estado Zulia el seor Javier Armato. Ya que nuestro Cacique Mayor del sector Tukuko Ezequiel Anane en ningn momento tiene vnculo con la guerrilla colombiana.

Es falso que en nuestras comunidades y escuelas permanezca izada la bandera de la Republica de Colombia, ni mucho menos que dicha bandera haya sido entregada por las F.A.R.C. Tambin queremos aclarar que las comidas y otros paliativos a nuestras necesidades solicitadas al Alcalde de Maracaibo Jean Carlo Di Martino por los dirigentes Yukpa sean comida destinada a los efectivos de la guerrilla colombiana, todo lo contrario estas comidas y medicinas es para mitigar el hambre y controlar las enfermedades de nuestros nios, mujeres y ancianos.

Es completamente falso que en nuestras comunidades hayan ocurrido, matanzas, torturas, atropellos, por parte de las F.A.R.C, Guardia Nacional, Polica y Ejrcito de Venezuela. Ya que si esto hubiese ocurrido hubisemos protestado y movilizado a nivel nacional e internacional.
