4. Agenda
The agenda is up on the first page, not buried down in OMB.

Now the agenda pdf's have to be hyperlinked to their implementation for us to follow and understand down through the agencies of government.

Like wikipedia hyperlinks explain complex things to us in order to build our knowledge that can be applied to any problem.

No hyperlinks in the whitehouse.gov agenda yet. Accountability is the story that a system tells about itself. The pdf agenda statements only say what is planned. They must become living documents with embedded hyperlinks to show us what is being done. I no longer depend on the media to tell me that. I want to see it in the plan.

Plan is programming for a future world to become as the designers anticipated. A hyperlinked plan implementation, even if they are placeholders for future filling, is a program.
