The article is about how the agency screwed up, not about the billboard.

Am I missing something here?

2. Florida billboards have a history. A commercial history, mostly.
It's just not something you would associate with the adoption of human beings.

The sad part of the story is that I hear adoptions from Guatemala has become corrupt and abused to the point where people should avoid Guatemala all together. I believe adoptions have been suspended for a year or more.

I think it's a big what, advertising on cheap billboard. Well, that should say it all, right there. Adoption services should have a professionalism about them that transcends drive-by advertisement.

enough to find better sources to advertise, than a billboard. That's my opinion. Billboards suggest a more commercial enterprise, and I would hope that human babies are not considered a commercial enterprise.
