I've always thought that perhaps Poppy Bush was the evil genius and reagan was the chimp. Reagan always seemed like a dim bulb to me; really incapable of formulating any kind of policy. He was, after all, an actor. Poppy could have fed him the lines and told him what to do/say. I think Poppy was clearly the author of Iran Contra all by himself.
