Here is what the Iranian President wrote to Obama. Now you decide what he means
Too Soon to Judge Obama

Based on Reason

Commenting on the message of congratulation sent to Obama by President Mahmoud Ahmadinejad, the Majlis speaker said, “He definitely had a reason for doing so.“
Felicitating Obama on the historic victory, Ahmadinejad hoped for basic and clear changes in Washington’s foreign and domestic policies.
“I hope you will prefer real public interest and justice to the never-ending demands of a selfish minority and seize the opportunity to serve people so that you will be remembered with fond memories,“ he said in the message the first of its kind since the victory of the Islamic Revolution in 1979.
Obama, 47, is the first Afro-American to reach the White House.
Asked whether anything new has been mentioned in the letter by the EU foreign policy chief, Javier Solana to Iran’s secretary of Supreme National Security Council (SNSC), Saeed Jalili on resumption of negotiations between Iran and the Group 5+1 (five permanent members of the UN Security Council plus Germany), Larijani responded in the negative.
“Solana only said that G5+1 is willing to continue talks with Iran on its nuclear case.“
Larijani said he believes the nuclear negotiations should continue.
