Dozens of suspicious packages are being sent out here in Northern California

That have been labelled "Anthrax". Several have been sent to businesses, KCRA tv, Congressman Radinovich in Modesto. they are telling folks in the viewing area to report any suspicious letter to authorities and to implement any emergency plans for hazmat evacuations IMMEDIATELY. I wonder what the hell is happening?

7. This must be related: FDIC warns banks of threatening letters
The Federal Deposit Insurance Corp. today issued an alert to banks, credit unions and brokerages regarding threatening letters.

The alert reads:

“The FBI, the U.S. Postal Inspection Service, and state and local authorities are investigating more than 30 threatening letters that have been received by financial institutions in California, Colorado, Georgia, Illinois, New Jersey, New York, Ohio, Oklahoma, Texas, and Washington, D.C. Most of these letters contain a powder substance with a threatening communication. At this point, field and laboratory tests on the powder have been negative. Financial institutions that receive one of these letters at any location should contact their local FBI office and ask for the WMD Coordinator.”

9. That article says that there's been one arrest.
Check out this part:
The CD inside the package sent to KCRA has a picture of former Secretary of State Colin Powell holding a vial across the top, and the word "ANTHRAX" handwritten in wild writing across the bottom. A packet was taped across the hole in the middle of the CD. It had a typewritten placard reading "ANTHRAX Shock & Awe Terror" pasted to the packet.

This sounds to me like the actions of a mentally unstable individual. I'm guessing that it will turn out to be something harmless like flour.

The original article definitely said that there had been an arrest but it didn't give any other details. There's an updated article on that page now.

MODESTO, Calif. -- A 66-year-old Sacramento man was arrested Wednesday on charges of sending more than 120 packages that contained anthrax hoax letters, KCRA-TV in Sacramento reported.

Packages containing a packet labeled "anthrax" were reported Wednesday at TV stations, newspapers, businesses and political offices through the United States, including at least five confirmed cases in Northern California.

Marc M. Keyser has been charged with three counts of sending a hoax letter. He was arrested at his home and is now in custody at the Sacramento County Jail, the FBI said.

Apparently, they actually WERE sugar packets, after I had joked about that possibility in another thread yesterday!

One of the packages was recieved by the San Diego Union-Tribune:

In August 1998, U.S. Postal Service inspectors investigated Keyser, then president of the AIDS Action League in Sacramento, after the group mailed 4,000 bogus collection letters to Northern Californians. Keyser said it was an attention-getting device to persuade then-Gov. Pete Wilson to declare a state of medical emergency because of AIDS.

In an interview the next month in The Sacramento Bee, the newspaper described Keyser as a soft-spoken “professional agitator – someone who has made a living out of making waves,” someone with “the passion of a militant.” Keyser, who was once owner-editor of the Battle Mountain Bugle newspaper in Nevada, told the Bee that he was neither gay nor infected with the AIDS virus.

Keyser attracted attention again in July 2004, when as executive director of an organization called the Police and Firefighters Auxiliary, he solicited donations he said would be used to help prevent terrorist attacks, particularly anthrax, against the police department in the Sacramento suburb of Elk Grove. The organization did not actually represent the department.

Public records show Keyser is also affiliated with Sacramento-based groups called Business Terror Watch and Neighborhood Terror Watch.

SAN FRANCISCO (AP) — A California man suspected of mailing more than 120 hoax anthrax letters to media outlets was interviewed previously by the FBI after one similar mailing in 2007, but he was not charged.

Marc M. Keyser, 66, was interviewed by the FBI in January 2007 for allegedly sending a package containing a small aerosol can labeled "Anthrax," along with a compact disc, to the Sacramento News and Review newspaper, according a criminal complaint filed Thursday in federal court.

Keyser told agents then that he was using the mailing as a publicity stunt for a novel he had penned, and "to model what would happen if terrorist were to use anthrax ... to show the amount of anthrax a terrorist might spray into the air conditioning system in a shopping mall." The can did not contain anthrax.

Agents warned Keyser that he violated federal law and could be prosecuted, but they didn't arrest him. Agent Filip Colfescu said in the complaint that Keyser at the time apologized for the hoax "and told agents they should not worry, that he would not be doing it again" ...
