It would have been ho hum if he had just supported the Republican ticket.

Even tho he won't campaign for him, he must know his endorsement is a big deal. It's the best kind of "payback" IMHO.

that Powell's endorsement changes many minds

The racist yahoos and other assorted Republican extremists won't care; and anyone who opposed the war knows that Powell helped lie us into it

That leaves the incredibly-still-undecided voters, and there can't be many of them
