I think that it may be true that the dupe in chief does not fully understand the evil that he has reigned upon the people of the world (or does he?) but I also think it important that as he attempts to live out the rest of his days in Paraguay that those serve him be reminded of the monster that he is, what he is responsible for. Those serving/protecting him would have to admit to themselves that they are protecting a monster.
