Is this a sign waterboarding is coming to an end?

Had to take DH to pick up his car after having some work done. And while I was sitting there in the parking lot waiting, I noticed this sign on the window:

So the question is, did this once say "NO WATERBOARDING"? And if they are no longer worried about car mechanics waterboarding, can the rest of the USA be far behind?

Or is there now a chance your mechanic will waterboard you?
