If the surge was so successful why aren't our troops returning home?

I thought the whole idea of the surge was to give the puppet government Bush installed over there some breathing room? Well Mission Accomplished. If the surge was successful as they have convinced some lets declare victory and get out of Dodge pronto.

Condi, Bush, Cheney, and Gates make an ANNOUNCED visit to somewhere in Iraq that's OUTSIDE the green zone.
