Just hypothetical of course

Let's say I wanted to do an 'inside job' of accessing a high profile person's Passport information. My line of thinking would be to first cover myself from any suspicion, by accessing my own; thereby taking any suspicious eyes off of myself. Once having done that, making myself look like a sort of victim too, while at the same time floating <shall we say> a trial balloon to see how my plan works, would move forward a little at a time, so as not to arouse any undue suspicion <let's say once a month or so> ...always ready for the incompetence of the department to show up... until it finally does come out. My A** is covered now, as I also look like a victim...

...as of course, just a hypothetical idea...but could it happen???
