Foreign aid for governments that don't tolerate free speech of citizens

Such governments already employ people to seek out documents expressing political dissent. America could offer such governments money for copies of those documents, the amount of money depending on the quality of the writing and the number of words.

Now, the interesting thing is that many governments that don't tolerate free speech also don't consider any small group of people to be entitled to full credit for work that generates wealth. Instead, the entire country is considered to be entitled to some credit. The supreme political leaders, in particular, are considered to be responsible for the generation of wealth. Thus, it would be understood that the money is received because dissenting political ideas were generated and that all the people in the country (including the leaders) made a contribution to the generation of those dissenting political ideas.
