Mandatory detention of illegal immigrants must be stopped and the U.S. should make sure such detentions are assessed by an independent court within a short time, Bustamante said in the 27-page document.

"The overuse of immigration detention in the United States violates the spirit of international laws and conventions and, in many cases, also violates the actual letter of those instruments," the report said ...
