(10-03) 04:00 PST Casper, Wyo. -- When, during her senior year of high school, it became desirable for Lynne Ann Vincent to steal her best friend's boyfriend, she did not hesitate. Lynne was, after all, the Mustang Queen -- chosen by the Natrona County High School football players, among others, to reign at homecoming. And her boyfriend had dropped her. Unthinkable that the Queen would not have a date --

and a star, at that, someone worthy of her.

It was 1959 in Casper, Wyo., and none of the three kids in this adolescent triangle had an inkling that their personal history might become a determinant of American history. Not Lynne, a petite blonde. Nor her pal Joan Frandsen, who cannot tell the story 45 years later without biting anger. Nor the halfback on the football team who came between them, the senior-class president, a boy named Dick Cheney.

"Lynne and I were friends since first grade," Frandsen was saying recently over coffee. Last year, she returned to Casper after two careers that took her far afield -- as a flight attendant and as a percussionist in Duck Soup, a bar band. "But she has a real competitive edge, our girl does. She had to get a boyfriend real quick.

"Dick and I went steady 3 1/2 years. Then he broke up with me, and took Lynne to his parents' for his birthday dinner the next day."

Frandsen, who laughs readily and often, still broods about Lynne. "No doubt in my mind, she's brilliant, absolutely brilliant. She's the reason he's in the White House."

It's something you hear again and again when talking to people who attended high school with Dick and Lynne in a time and a place that now seem innocent. Three themes recur: pride in the Cheneys' accomplishments, affection for Dick and awe of Lynne.

Even Vice President Cheney sometimes jokes about his wife's brains and drive, saying that whomever she married would have ended up in the White House. Until Lynne set her sights on Dick, back in 1959, their friends thought he was a smart guy, kind of quiet, a good athlete, someone with a bright future. What nobody had detected was the kind of ambition that would carry him to that exalted place where, when he and Lynne arrived for their high school reunion this summer, they were surrounded by Secret Service agents.

But if Lynne had betrayed one of her best friends to get her man, the man who was to become the love of her life, as she called him at last month's Republican convention, it was also true that Dick had caught his first glimpse of a possible future. He grasped hold of the smartest girl in town, and the most flamboyant baton twirler in Wyoming -- her batons were set aflame at both ends.

And he did it without apparent regret or self-recrimination, with a phlegmatic sense of purpose that has defined his career. In Frandsen's yearbook, Dick wrote: "Joanie, I enjoyed knowing you and going out with you."

"Listen," Mary Grant was saying, "if you grow up in Wyoming and you're a woman, you're not equal -- even though the state motto is 'the Equality State.' "

Grant, another close friend of the Cheneys from their high school days, is still in touch with Dick and Lynne. Although she's a union steward at San Francisco State University, she spent a week as the Cheneys' guest at the vice presidential residence in April. "Even though our politics are 180 degrees apart," Grant says, "some things transcend politics." Like longtime friendship.

Casper, in the east-central part of this least populous state in the union, is a bleak town of about 75,000 people, where a six-story motel is called a high-rise. It has a manly, cowboy tradition, and, as one resident put it, a saloon and a church on every corner. Its economy also teeters between extremes. Because of its oil and coal resources, when the country is in an energy crunch, Wyoming does well. Things are pretty good right now.

"I have to tell you, living in Wyoming, you've got to be tough. It's just harsher," says Diane Jacobs Schatz, another school pal of Lynne's. Just like Frandsen, she fell out with Lynne when Lynne invited out a boy she knew Diane intended to ask out. Nowadays Schatz lives in Mill Valley, where she is a graphic artist for environmental causes. "I feel my life is so pampered every time I go back. It's not that people aren't friendly in Wyoming -- they are. I don't know how to explain it -- the expression that comes to mind is, it's not for sissies. It drove me right out of there."

I was one of the few kids ever to go through state-funded motorcycle education, in 1975 (the state of Tennessee had a slew of education money back then, and it was a pilot program). One of the bikes we had was a Honda 50. I think the biggest was a 70cc dirt bike.
