It came to me in a flash, I can describe everything that comes out of or has come out of the Bush Whitehouse. Here it is:

Order is arbitrary. It only need be consistent and uniform. Using many object oriented languages, you can redefine order on data type that you define. Off course the compiler will not ensure a valid ordering. You could toss a coin to decide, but then it wouldn't be very valuable.

Here is a better statement: Bush administration says that 1+1i < 2+3i.
