Why doesn't Kucinich have an IA state office HQ?

I just heard that the right, honorable Dennis Kucinich won't be allowed to debate in Iowa because he doesn't have a statewide HQ.

Why is DK without an IA HQ?

Could the grassroots hook him up with one?
