Peace and Air and Water

2. The short answer is Yes, people can
But it takes very special folks, I would say deeply spiritual and deeply ethical, to rise above such circumstances. It can be done -- it has been done -- and it is happening even today.

People that I take for my heroes, like Thich Nhat Hanh and the Dalai Lama, are able to behave compassionately regardless of circumstances. They have practiced all their lives to be who they are today. The traits you speak of are not limited to Buddhists, but those are the two who come immediately to my mind.
