Hoyer called the GOP's bluff. All thyey wanted to do was debate and then use the results in commercials next year. The GOP does NOT want this to go to the Judiciary Committee and have all Cheney's dirty laundry hung out to dry every night on the evening news.

Hoyer is playing this perfectly. I doubt there will be 1 GOP vote to refer to committee.
