No, Bush didn't sit down and plan out the entire affair, but elements in his administration made sure that it happened and have profited immensely, both politically and economically.

They had the "terrorists" names within 24 hours, had already planned a strike on Afghanistan, initially refused to investigate 9/11, then capitulated but only if they put their people into charge (Philip Zelikow) and only if Bush didn't have to testify under oath, on the record or alone (Cheney accompanied him). Instead of treating the WTC, Pentagon and Shanksville sites as crime scenes, the evidence was quickly trucked away and recycled (most of the steel from the WTC was shipped to China and NONE of the steel from WTC 7 was kept for investigation).

Below you can watch WTC 7 collapse after no plane hit it (it is claimed that debris struck it, but other buildings were hammered and split into two and yet did not collapse).
