Bush Taps Birth Control Critic to Head Family Planning Programming
President Bush's choice for heading family planning programming within the Department of Health and Human Services is a critic of birth control.

Orr was quoted in a 2001 article in the Post as supportive of ending a requirement for health insurance plans for federal employees containing coverage for birth control. "We're quite pleased," she said at the time, "because fertility is not a disease."

"It’s not a medical necessity that you have it," Orr said of contraception.

Orr's appointment does not require confirmation from the Senate.

He has a real knack for finding the worst person for any job. In fact, it is quite obvious that it is his goal to find the worst person for any job.

She is in charge of family planning but doesn't believe in family planning.
