Why does the New York County Democratic Committee have male and female district leaders?

Almost every district has a designated male and female district leader. This guy I know wants to know, and I have no idea.

1. In Indiana state law requires...
That the Vice Chair must be of the opposite sex of the Chair. Likewise for precinct committeepersons.

They may have the same requirement in NY

party positions.

6. To ensure equal representation. Many positions in TN Dems are that way.
My local party won't do that, however. Realistically, if they did then nearly all the men's positions would be open.
