because she can please her New England constituents, and at the same time know that the Democrats will never be able to override a veto. They can't get past the filibuster.

4. She is desperate to keep her seat against an upcoming

Democratic Congressman Tom Allen. Trying to look good for her base and also knowing it will not matter overall. I would like to see Allen win here in Maine that would make the climate much nicer.
