"I can't give you any timelines, dates or guarantees," Crocker just said.

Again, that seems to me the message of these hearings. Crocker and Petraeus are saying that the situation in Iraq stinks, and they can't promise their course will work. But, they are implying, no one else seems to have any better ideas.
