4. It means, for example, that public television might be used to
help educate people about case law associated with the establishment clause and the free exercise clause.

It means that public schools should ensure that students know that they have the right to refuse to give out any information to any government agency about their religious beliefs.

It means that there should be an "I choose to exercise my right to refuse to answer" option for questions about religion on the census.
