Why do I think that General Petraeus' September report is already done?

From what I have heard from bush, Cheney, and Sec. of Defense Gates I get
the feeling that the report is already done and it will say that the surge is working
and we must give it more time.

Guaranteed that the report will have the following:

* The Security situtation is getting better

* In _____________ Province we are seeing the locals working with collation forces
so as to fight al Qaeda


* The Political Situtation is not as good as we hoped but with _________ (new person)
in charge we are working for a fresh start to try to bring the factions together.

* The surge is now showing progress and it would be wrong to stop now.

* If we leave now al Qaeda will have a base from which to operate.

* We must stand with the Iraqis who want Freedom or risk attacks on the United States.
