OFFICIAL Thread #2--- HOUSE SESSION, they are WILD today: (bit of RECAP):







It all started at the Midnight Hour--late Thrusday night. The argument was over ILLEGAL immigrants getting WELFARE (Agriculture bill --an amendment was being voted on that allowed food stamps for illegal immigrant kids).
very close vote. both sides think they won---gavel went down before Repugs thought the vote was finished and critters on both sides thought they won.Repugs were outraged and walked out of the House.

AT 9 am today, House gavelled in. Lots of polite talk. Boener and Hoyer agreed to recess for a bit to talk about what to do about vote last night. During this time Repugs called a Press Conference. Lots of name calling, whinning (Repugs). Dems did not have a news conf as far as I know.

Reid and Pelosi had a PRE-scheduled news conference. Harry looked very tired---he listed some accomplishments and asked that the Repugs and WH work with the Dems to get the appropriations bills done (recall Bush yesterday took the approach of just lecturing the Dems for not getting the bills done!!).

Pelosi looked good. Talked of the Mississippi River road issue. Then gave a list of accomplishments.

She and Harry both talked about the passage of 9/11 recommendations and Bush signing today--with Pelosi saying the commission had made the reccomendations 3 years ago but WH not implement----now they HAVE TO.



This afternoon the House came back. The bill was about FiSA-----Heather Wilson got upset and motioned for an adjournment. The issues with voting machines on the floor. Lots of interruptions and questions from Repugs. Kids on the Floor today

The rethugs are piss/moaning about Fisa law. Hastings just yelled at the rethugs for 2 minutes at a fever pitch. It is getting real ugly folks. I wouldn't be surprised to see a fist fight break out by the end of business today.

WASHINGTON - House Democrats apologized Friday for wrestling what appeared to be a winning vote away from Republicans Thursday night.

Republicans continued to steam, however, over the episode in which they appeared to be the winners by a 215-213 tally on a procedural motion designed to make sure illegal immigrants would not get certain benefits from an agriculture spending bill.

Instead, with several lawmakers milling in the well of the House registering votes, Rep. Michael McNulty, D-N.Y., gaveled the vote to a close, saying the GOP measure had failed on a 214-214 tie.

Republicans erupted, chanting "shame, shame, shame," and then walked out in protest after McNulty permitted further Democrats to switch their votes to prevail 216-212. Despite winning that tally, Majority Leader Steny Hoyer, D-Md., moved for a revote as permitted under the rules, and Democrats prevailed again.

On C-SPAN 1....the repukes are on LIVE whining about the vote last night and Pence had the freakin' NERVE to refer to the Democrats in the House as "The IMPERIAL Democratic Majority." :rofl::rofl:

House erupts in chaos

In a massive flare-up of partisan tensions (video link courtesy Breitbart.tv), Republicans walked out on a House vote late Thursday night to protest what they believed to be Democratic maneuvers to reverse an unfavorable outcome for them.

The flap represents a complete breakdown in parliamentary procedure and an unprecedented low for the sometimes bitterly divided chamber.

The rancor erupted shortly before 11 p.m. as Rep. Michael R. McNulty (D-N.Y.) gaveled close the vote on a standard procedural measure with the outcome still in doubt.

Details remain fuzzy, but numerous Republicans argued afterward that they had secured a 215-213 win on their motion to bar undocumented immigrants from receiving any federal funds apportioned in the agricultural spending bill for employment or rental assistance. Democrats, however, argued the measure was deadlocked at 214-214 and failed, members and aides on both sides of the aisle said afterward.

Republicans Walk Out On Procedural Matter

In what Politico calls an "unprecedented low", Republicans late last night walked out of the chamber in the midst of a incredibly close vote partially tied to illegal immigration.

The vote was gaveled closed by Rep. McNulty whith the results still in dispute. Republicans say they had an extremely narrow lead of 215 to 213, while Democratic leadership called it at a tie. Amid vast protest, there was even talk of reopening the vote, but the already incensed Republicans staged a walk out.

But Politico gets it wrong in one aspect. This isn't unprecedented. Indeed, there's plenty of precedent, for instance, back in the summer of '05, Republicans stormed out after Democrats wanted to actually, you know, debate the Patriot act. And again, this time only in committee, Republican members staged a mini walkout over voting machines.

Because this is incredibly mature behavior of our elected officials. Not that Democrats are above criticism here, gavelling a measure closed before the voting results is clear is not a good thing, but from the sounds of it, Dems were moving to rectify the situation. Walking out, on the other hand, is something even my three-year-old knows better than...........

WASHINGTON — President Bush said today that Congress must stay in session until it approves legislation modernizing a U.S. law governing eavesdropping on foreigners.

"So far the Democrats in Congress have not drafted a bill I can sign," Bush said at FBI headquarters, where he was meeting with counterterror and homeland security officials. "We've worked hard and in good faith with the Democrats to find a solution, but we are not going to put our national security at risk. Time is short."

The president said that lawmakers must not leave for their August recess this weekend as planned unless they "pass a bill that will give our intelligence community the tools they need to protect the United States."

Earlier today, the White House offered an eleventh-hour accord to Democrats in the negotiations over the matter, saying it would agree to a court review of its foreign intelligence activities instead of leaving certification up to the attorney general and director of national intelligence.

From the Bush administration's perspective, the House proposal to amend the Foreign Intelligence Surveillance Act goes way too far to restrict the intelligence community from collecting crucial information on terrorists. Yet looking at the bill, it's hard to see what the White House's objections could be.

For one thing, as TPMmuckraker reported earlier today, under the bill, the primary role for the FISA Court is in issuing generalized surveillance warrants for "persons reasonably believed to be outside the United States." Those warrants don't have to name their targets, nor locate where the surveillance will take place if the attorney general shows that the surveillance methods used will mostly exclude U.S. citizens and residents. Such warrants will be approved, according to section 105(c)(1)(C), if the FISA judge determines that collecting "foreign intelligence information" is merely a "significant purpose" of the AG's request.

What happens to U.S. persons who may be tapped? There isn't any requirement for a probable-cause-derived warrant to continue surveillance on them. Instead, the attorney general would only have to create "guidelines" for surveillance on people in the U.S. as the result of one of the aforementioned warrants. Every 60 days the Justice Department's inspector general would have to report to the FISA Court and to the Congressional intelligence committees on compliance -- including handing over a list of names of those U.S. citizens and residents under surveillance during that time period. Nothing in the bill indicates any power for either the court or Congress to do anything about any American caught in the surveillance web.

Additionally, for reasons that aren't explained, the attorney general gets one last dalliance with warrantless surveillance: he can authorize surveillance for up to 15 days after the bill's passage if he says there's an "emergency situation," and the court can bless an extension of not longer than another 30 days.

The Bush administration doesn't get everything it wants under this bill. There is still, after all, some role for the FISA Court. There's no post-facto approval of FISA warrants, as Admiral McConnell wanted. And there's no retroactive liability from lawsuits brought against telecommunications companies who complied with warrantless NSA surveillance from 2001 to 2006. But on most issues, the House bill provides a great deal of flexibility to the president, who today said that "so far the Democrats in Congress have not drafted a bill I can sign. We've worked hard and in good faith with the Democrats to find a solution, but we are not going to put our national security at risk."
