HElp dealing with some dunder head about the pukes hissy fit last night

dunder head claims that the pukes walked out on illegals being able to get welfare issues. The only bill HR 3161 I could find dates back to 1999. Now it being a spending bill wouldn't they have to vote on it for every fiscal year until a new bill i wrote or admendments are made?
