??? Why not scrap the whole thing and start over, and rename it while they're at it?

Miller plans NCLB reauthorization by September
By Klaus Marre
July 30, 2007

House Education and Labor Committee Chairman George Miller (D-Calif.) said Monday he thinks No Child Left Behind can be reauthorized by September, adding that the legislation will test whether Democrats and Republicans in this Congress are able to work together.

“There are no votes in the House of Representatives for continuing the No Child Left Behind Act without making serious changes to it,” Miller said at a National Press Club event.

However, the lawmaker said that the legislation is “coming together rather rapidly” and that he views September as a realistic goal.

Miller stated that he and others have spent the last five years trying to talk to all involved parties in an effort to improve No Child Left Behind.

“As a result, the process by which this bill is being developed is open, transparent and bipartisan,” Miller said. “It reflects the input of members of Congress from both parties, all backgrounds and all ideological positions, who testified and submitted suggestions before our committee.”

1. Agreed--scrap it altogether. Remove the military "opt out" provisions first
and foremost.
