11. Exactly, I was wondering since states control ballot access and what not
could states implement IRV? And if so couldn't it be done through local ballot initiatives or what not? Why hasn't anyone tried that?

24. Here goes.
Instant runoff would encourage a person to run for second choice only. They would pander to both side so they could be both sides second choice.
You would end up with someone that was square in the middle and thats more of what we have now.
Think about it, let the two top guns fight it out, all the while Joe is going back and fourth between the two side agreeing here, agreeing there, so all their voters think man that Joe is almost what I want if my person can't get a majority, choice number two, Joe gets it. So if Joe is a strong number two choice Joe has better odds on getting the final call.
