The USA's "goals" and "benchmarks" in Iraq...

...are not the same as the the leaders and members of the Sunni, Shiia, or Kurds.
There in lies the big dilemma.

They are waiting for us to leave so they can sort it out and Bush is continuing and unnecessary slaughter of our troops.
