So, what am I missing in this Rasmussen poll on the Supreme Court!

So, what am I missing in this Rasmussen poll on the Supreme Court!
http://www.rasmussenreports.com/public_content/politics/40_give_supreme_court_good_or_excellent_ratings

The results box at the top left indicates that 16% of those polled give the Supreme court excellent or good marks, with 35% fair and 46% poor. The associated story at the left, citing the same poll, states in its headline that 40% give the Supremes good or excellent.

Is there something wrong with the data table, their analysis, or have they given up on people, assume that they aren't smart enough to look at the data, and just lie their asses off?

2. It's probably like the cartoon I saw, once, in, I think, a Popular
Electronics magazine.

This was back in the tube era-before transistors and other solid state electronics were ubiquitous.
Most every drug store had a tube tester-a big machine a bit like the blood pressure testers, now-where the owner of a malfunctioning TV could take the tubes that he had removed and do some basic testing and could then purchase replacements.

That tube-tester had a big meter on it that (in the cartoon) did not say "good" and "bad," it said "bad" and "worse."

The inverse of this logic could well be the controlling factor.
