1. since he'll be in jail, probably not

I don't know what his legal residence is (VA or MD, I assume not DC) however, both states allow convicted felons, who have served their sentences, to vote.

the catch is that, at 27 months, he's still in jail come november 08. and even if he's out on parole or probation, he's still serving his sentence, so I think that bans him from voting.

3. FL law may be different, but I think it's the same almost everywhere.

A person can apply to the Governor of the State after parole/probation is completed, fines paid, etc. If the person has had no problems with the law after probation/parole is completed the Governor can issue a restoration of voting privleges.... Gonna be a couple of years for ole Scooter...

5. actually, only seven states, I think

restrict felons who have completed their punishment from voting. In these states, felons have to reapply, it's not automatic. in 2004 Mark Warner lowered the bar for reapplying in VA, to his credit. FL is still one of the toughest to get your rights back.
