A couple weeks ago, we looked at new regulations on greenhouse gases (GHGs) being imposed by the Environmental Protection Agency (EPA). This weeks episode focuses on a bill proposed as a response to these new regulations by House Republicans who oppose the EPAs efforts. Contrary to what the title of the bill would suggest, this proposal has absolutely nothing to do with taxes. In fact, aside from the title, the word tax does not appear once in the text of the bill. The actual language of the bill shows that the real intent is to strip the EPA of power in the area of GHGs and leave any decision making to Congress.

It should be noted that the EPA has been regulating air pollutants for over 40 years (just missed the 40th anniversary last December). Though regulating GHGs is new, thanks to a 2007 Supreme Court ruling that declared GHGs to be air pollutants, this type of EPA authority has been the status quo for a long time.

1. Great
Nice summary thanks. I am amazed that we can create a case and have people agree to the idea that carbon dioxide is a toxin and causes harm to the planet.

It is funny because this is the best element for plants. I think the argument should be that we are destroying our planet and eliminating the ability of future generations to have a similar lifestyle due to our decisions.

There are real problems that we face, energy, food, sustainability, health. Yet, we talk about problems that are non issues and half issues. You know we would not need to cut trees down, which take CO2 and change it to 02, basically natures carbon filters; if we would legalize hemp which is the strongest fiber on the planet and also creates about 10 times more ethanol per acre than corn or soy.

2. The sentence is the key "this could become a rider" to another bill....
just like Inohofe's midnight rider in the transportation bill of 2005 that stripped Oklahoma Tribes of the right to create their own air quality standards and clean water standards under federal law.
