1. If they really want to push abstinence
they ought to make those kids get married. Then they'll have abstinence like they never dreamed of.

This is a Bush administration program that has proven itself to be a failure - turns out education trumps blind faith in the ability to deny those natural urges.

But you have to give the cheerleaders' leaders credit. Not only do they stick with a failed policy, but they take it to a new level of stupid.
