Dr. Gratzer from his written statement, are there problems, I'm sure there are and we can learn from them when looking to build our system.

from your first link...
"How do we measure wait times?
We measure wait times in 2 ways :
Surgical wait times: We track the time between when a surgery is ordered and when it is performed
Diagnostic scans (MRI and CT) wait times: We track the time between when a diagnostic scan is ordered and when it is completed."
These wait times can also be a function of when a person schedules the test, I know that I have waited to schedule tests in the past. So if I wait a week or two to even schedule the test, it appears that time is calculated in the wait time...assuming ordered means "ordered by the physician."
Same link and using selecting MRI, Toronto the wait times are as you listed above, but if you click the link to show shortest wait times in the province, the wait time is significantly shortened.Wait Time Data – Toronto Central
