Wasn't there a little news story a few months ago about a documented meeting in the whitehouse with VP and other top level cabinet members sanctioning torture?

it seems to me

An order would not have to be written, or even spoken, to be properly given.
It would merely need to be manifested in a way the subordinate
would understand.

In other words..... a 'wink and nod' is more than enough, more than buckets,
it is oceans and oceans enough to constitute the issuing of an order,
whether or not that order was lawful.

So now, prisoners were tortured, yet superiors deny giving the orders?
"Where are the documents?" they sneer.
