For the first time since December 2007, the National Labor Relations Board has the full five members. The board can now decide major cases that will settle the interpretation of the National Labor Relations Act during the Obama Administration.

The board made decisions on over 600 cases with only two members for 27 months until President Obama made the recess appointments for Craig Becker and Mark Gaston Pearce in April.

Craig Becker, the most contested member, is a former legal counsel to the SEIU. The union's Local 221, located at 4004 Kearny Mesa Road in San Diego, represents public service employees in labor cases.

New members Brian Hayes and Mark Pearce will bring the board into order. The U. S. Senate confirmed the two on June 22.

Hayes, a Republican, took care of management's cases on labor and employment law during his 25 years in private practice. He earned his law degree from Georgetown University Law Center.

The full five member board has to prepare to handle a large caseload. On June 17, the Supreme Court set aside the 600 decisions made by Peter Schaumber and Wilma Liebman. The most important cases were not among these 600. Schaumber and Liebman held off on decisions that set new law or reverse settled precedent.
